Yes he can, the canon law says that a Pope can resign if he thinks that he is not fit anymore to serve and no one can stop him from doing so, if this is the case why is it very shocking?

Being a Pope is not an easy task, if he think that he cannot adequately fulfill the ministry he have the option to step down, so what is shocking about it? If you are going to research about it and will go back to history the last one to resign from being a Pope was 600 years ago, yes its 600 years making the resignation of a Pope a 1 in a million chances, a very rare occurrence.

There are a lot of speculation about his resignation is he forced to resign? Is there another scandal that will rock the Vatican?

Well the Pope says that it is not the reason based on his statement it’s about his health he says during a meeting with some of the Cardinals that;

After having repeatedly examined my conscience before God, I have come to the certainty that my strengths due to an advanced age are no longer suited to an adequate exercise of the Petrine ministry”

Pope will turn 85 years old this year and maybe he fills that he is not longer fit to serve the Ministry in a perfect way that he think, his health is deteriorating as well as his physical skills.
